In continuation of my confidential despatch of 14th
September, 1938, I have the honour to forward herewith, as
required by Colonial Regulations, copies of a petition
submitted to you by the Executive Engineers and Engineers of
the Public Works Department.

The petition transmits copies of representations
already made to Government at various stages of the discussion
of proposals for the introduction of the new salary scheme and
asks for the retention of the emoluments recommended by the
Salaries Commission of 1929 for all grades of the engineering
Staff of the Public Works Department. The representations in
question were considered before the report of the Anomalies
Committee was adopted in its final form and also considered by
me before I expressed agreement with that report. I accordingly
find myself unable to support the requests in the petition.

As stated in paragraph 2 of my confidential despatch
of 6th September, 1938, the Anomalies Committee originally
took the general level of salaries in the new scales approved
by your predecessor in 1937 as established and did not take
the review of it to be within their terms of servic One
of the basic objects of the revision of salary scales was
to bring salaries in this Colony more closely into line with
those prevailing in other parts of the Colonial Empire and
on a comparison with salaries not merely in West Africa,
which was the model principally used, but other parts of the
